One Day International Workshop “On working of Panchayati Raj” (Rural Local Governance).

One Day International Workshop “On working of Panchayati Raj” (Rural Local Governance) was held in Chanakya National Law University (CNLU), Patna under the Ageies of the Chair Professor, Panchayati Raj, CNLU. It was inaugurated by the Hon’ble Justice Smt. Mridula Mishra, Vice-Chancellor, CNLU. The Chief Guest on the occasion was Mr. Kuldip Narayan, IAS, Director, Dept. of Panchayati Raj, Govt. of Bihar and also Mr. Vinay Kumar, IPS, ADGP, Govt. of Bihar. The Workshop was attended by the European delegates namely Dr. Ecaterina-Daniela Zeca and Dr. Stanciu Silvius from Romania, Dr. Iryna Kramar from Ukraine, Ms. Renata Zukowska and Dr. Pradeep Kumar from Poland. Dr. Pradeep Kumar is the President of Indo-European Education Foundation, Warsaw, Poland. They all had spoken about the system of Local Governance in their respective countries. Dr. Pradeep Kumar spoke in detail on the progress made by the Poland since 1999 which special reference to Local Governance.
Different dimensions of Panchayati Raj System in India with special reference to Bihar were discussed by Mr. Raghuvansh Sinha, Department of Panchayati Raj, Govt. of Bihar, Mr. Harish Chandra Prasad Singh, District Judge, (Retd.), Prof. J. B. Rajan from KILA, Thrissur, Kerala, Prof. (Dr.) C. Sheela Reddy from IIPA, New Delhi, Prof. (Dr.) Y. Bhaskara Rao from NIRD, Hyderabad, Prof. (Dr.) R. P. Singh Rahi, Former Principal, Patna College, Prof. (Dr.) Balraj Chauhan, Vice-Chancellor, DNLU, Jabalpur (M.P.), In the beginning, Mr. Kuldip Narayan presented the status of Panchayati Raj Institutions in Bihar. Sri Vinay Kumar also spoke about the role of Gram Kachahri in minimizing the number of cases and work load on Judiciary. On this occasion, Mr. Vinayak Tiwari & Mr. Amod Kumar Nirala from Bihar Pradesh Panch-Sarpanch Association and Smt. Abha Devi, Mukhiya also discussed the problems of the P.R.I’s in Bihar at length. In the end, the open session was organized and by consensus, some recommendations were formulated which would be sent to the Directorate of Panchayati Raj for consideration. At the very outset, the Chair Professor, Dr. (Prof.) S. P. Singh had welcomed the guest and vote of Thanks was given by Sri. Manoranjan Prasad Srivastava, Registrar, CNLU.
