One Day Orientation Programme dated 22 September 2019

Today the Office Of The Chair Professor, Panchayati Raj, CNLU organised One Day Orientation Programme for SDPOs/DSPs of Bihar in context of their role in the functioning of Gram Kachaharis. While inaugurating the Orientation Programme Hon’ble Justice Dr. A. K. Upadhayay, Judge, Patna High Court, Patna as a Chief Guest, emphasised the role of training for the police forces. He express his concerned that still at the Gram Kachahari Level decisions are given on the dominant caste basis. In her presidential address Hon’ble Justice Smt. Mridula Mishra, Vice-Chancellor, CNLU emphasised on the proper investigation of the matter.

Sri Alok Raj, DG (Training) wanted that Inspector & DSP should be sensitised about the real problem of the village level. If proper training is given to the police officers at police station level, then Gram Kachahari would provide the speedy justice. Sri Vinay Kumar, ADG (CID) was of the opinion that small matters should be shorted out at the Gram Kachahari level & any case which comes under the jurisdiction of Gram Kachahari but are registered at police station should be reverted to Gram Kachahari. Prof. (Dr.) S.P. Singh, Chair Professor, Panchayati Raj, CNLU welcomed the guests and during his address emphasised the importance of Gram Kachahari in present political scenario. If it functions as per mandate then it would lessen the burden of not only higher judiciary but also it would be helpful in maintaining law & order at local level. Sri Harish Chandra Singh, Retd. District Judge explained the various sections of the Gram Kachahari Act to the DSPs and SDPOs. Dr. Priyadarshini, Asst. Professor, CNLU proposed vote of thanks.
